Bodacious Breakdown Strategy for your Work Breakdown Structure

“Do It Right the First Time”. This paradigm has become the battle-cry, or at the very least a mantra, in today’s economic climate. Organizations cannot tolerate the time and cost associated with RE-WORK, and certainly do not want to RE-DO projects or programs.

Project Managers must ensure at the onset, that they develop an effective and comprehensive project or program IMPLEMENTATION STRATEGY…the PLAN. It must include all the expected and required deliverables, as well as all the tasks required to produce and deliver products and services that meet stakeholder functional specifications and performance expectations.

The BODACIOUS BREAKDOWN STRATEGY FOR YOUR WORK BREAKDOWN STRUCTURE (WBS) promotes a forthright, comprehensive and unambiguous project or program implementation and delivery Plan. It facilitates effective communications, collaboration, cooperation, commitment, consensus and celebration…providing to all stakeholders, mega-doses of the PM Vitamins C6 that is critical to every project and program.

Remember, the WBS is a deliverables-based hierarchical decomposition of all the work required to produce the project or program products and services. The lowest level of the WBS, the work-package, provides the basis for establishing effort and sequencing tasks to develop the project or program time-line or schedule, and for allocating enterprise human, material and equipment assets to determine the cost or budget. The WBS defines the project or program scope, time and cost or triple constraint to produce quality deliverables!

The following technique to develop a BODACIOUS WBS arms the project manager with a fail-proof tool to produce an effective WBS for any project or program in any enterprise and in any industry sector.

The top of the hierarchy is the PRIMARY deliverable… the product or service that the client, customer or end-user expects to receive.

The FIRST BREAKDOWN LEVEL denotes the deliverables from the three environments or disciplines that must be integrated for every project or program. The names for the elements of this breakdown level are:
1. PRODUCTS & SERVICES DELIVERABLES,
2. BUSINESS MANAGEMENT DELIVERABLES and
3. PROJECT MANAGEMENT DELIVERABLES

PRODUCTS & SERVICES DELIVERABLES are then broken down into the specific and unique products and services that must be produced for the customer, client or end-user. An effective and efficient technique is to just insert the DELIVERABLES DIAGRAM, defined in the Charter.

Continue the breakdown until no more sub-products can be defined. Then, for each lowest-level sub-product, define the D5 TASKS for your product-delivery WORK PACKAGES:
1. DEFINITION TASKS,
2. DESIGN TASKS,
3. DEVELOPMENT TASKS,
4. DEPLOYMENT TASKS and
5. DEPARTURE TASKS

BUSINESS MANAGEMENT DELIVERABLES include enterprise-specific products that must be produced during the project or program lifecycle to comply with organization policies and guidelines. These deliverables are not indigenous to the products or services that the project or program is expected to provide, but their associated tasks must none-the-less be performed by project or program associates.

BUSINESS MANAGEMENT DELIVERABLES include, but are not limited to:
➢ SECURITY CLEARANCE,
➢ BUILDING PASSES / SECURITY BADGES,
➢ TIME REPORTS,
➢ CLIENT, CUSTOMER AND/OR ENTERPRISE MEETINGS,
➢ ENTERPRISE COURSES AND/OR SEMINARS,
➢ ET ALS

The BODACIOUS WBS includes these deliverables and their associated tasks to thoroughly define all the required and expected tasks that are performed during the project or program lifecycle; and boldly present their positive and negative impact on the project or program triple constraint.

PROJECT MANAGEMENT DELIVERABLES encompass the critical outputs and associated tasks of best practices project management. All project or program stakeholders… customers, clients, end-users, enterprise-management, implementation-team, as well as the project or program manager, perform tasks to produce, review and/or approve the project or program:
➢ CHARTER,
➢ PLAN,
➢ PROGRESS REPORTS,
➢ PROGRESS MEETINGS,
➢ CHANGE REQUESTS,
➢ QUALITY ASSESSMENTS,
➢ RISK ASSESSMENTS,
➢ ET ALS

PM best practices provide the STRAIGHT LINE APPROACH (the shortest distance between two points) to products and services delivery from inception to implementation. The BODACIOUS WBS must include the tasks to produce these critical PM-DELIVERABLES, the outputs that ensure effective and efficient delivery of quality products and services.

A BODACIOUS WBS promotes and facilitates continuous communications and effective decisions.
All stakeholders are continuously equipped with an unambiguous view of the project or program IMPLEMENTATION STRATEGY…the PLAN, that is designed to ensure delivery of the required products and services that meet stakeholder functional specifications and performance expectations.

They also have a comprehensive document that provides information and data for effective decisions… the tool to identify and embrace opportunities to:
➢ Enhance or revise project or program deliverables… Manage SCOPE
➢ Optimize use of enterprise assets in projects and programs… Manage COST
➢ Improve the project or program schedule… Manage TIME

The BODACIOUS WBS is a critical tool in your PM-Tool-Kit. The following template facilitates development of an effective PROJECT OR PROGRAM IMPLEMENTATION STRATEGY for delivery of all types of products and services in any enterprise and any industry sector.
